Sonoma Clean Power Adds to Management Team

Sonoma Clean Power (SCP) has hired the following new employees:

Cordel Stillman has joined the Sonoma Clean Power Authority as Director of Programs, a role which works directly with the CEO to set the strategy for distributed resources and customer programs. Mr. Stillman also works closely with Programs staff and the Director of Power Services to develop and evolve SCP’s Integrated Resource Plan.

Formerly the Deputy Chief Engineer at the Sonoma County Water Agency, Cordel graduated from San Jose State University with a B.S. degree in Civil Engineering. He has over 28 years of experience in the public sector in planning, design and construction management. His responsibilities include the development and management of all infrastructure and renewable energy projects and programs.

Under his guidance, the Sonoma County Water Agency achieved its goal of Carbon Free Water through a combination of energy conservation measures and renewable energy development.

Rachel Kuykendall has been hired as Programs Manager. In her new role, Ms. Kuykendall is responsible for program design and implementation in the areas of distributed renewable energy, energy efficiency, demand response, electric vehicles, heat pumps, and other related areas that reduce greenhouse gas emissions and support affordable energy for customers.

Previously, Rachel served as an energy efficiency program manager for the Energy Upgrade California: Bay Area Multifamily Building Enhancement Program, and has assisted in providing technical assistance and energy efficiency rebates to over 30,000 multifamily units. Her specialties include energy efficiency program management, energy analysis and modeling, and the creation/retrofit of zero net energy buildings.

Rachel graduated from the University of California Berkeley with a B.A. in Architecture and Japanese language. She is a Certified Energy Manager (CEM), LEED Accredited Processional, and Certified Passive House Consultant.

“It’s great having Cordel and Rachel heading up our Programs Division,” said SCP CEO Geof Syphers. “Cordel was one of the early pioneers of forming SCP, including forming and administering the Steering Committee, commissioning and overseeing the feasibility study, helping to secure our early financing, and working with County Counsel on the development of the Joint Powers Agreement which made SCP possible,” added Syphers.

Sonoma Clean Power is a not-for-profit public agency, which is the public electricity provider for Sonoma and Mendocino counties. SCP provides cleaner energy at competitive rates and promotes local solutions to climate change.
